This is a pay per click setup. This is probably the best paid for avenue to increase website exposure and popularity, providing you are comfortable with signing up and have some internet familiarity.

Google when ranking pages looks for the amount of links to your site, and the quality of those links, so you could have 10 well ranked sites linked to you, and rank higher than your competitor with 100 links. Its not about numbers as much as quality.
It is a good idea to search for other businesses similar to your own who are very popular in google. Ask if they would exchange links with you.
